Inner Wellness Eco Resort is advancing the approval process for a complex featuring an eco-hotel on agricultural land spanning more than 170,000 square meters in one of the best-preserved areas of the La Mata and Torrevieja Lagoons Natural Park. The site, where vineyards and irrigated crop fields border the wetlands, is poised for a development that emphasizes sustainability and landscape integration.
The company has submitted documents to obtain an environmental assessment from the government of the Valencian Community, citing the presence of a pre-existing traditional agricultural building—Casa Sala—which is over a century old and occupies approximately 800 square meters, including an inner courtyard. In March 2026, it also applied to Torrevieja City Council for a certificate of compliance with urban planning regulations.
What the Project Includes
This ambitious project envisions a residential complex based on the reconstruction and expansion of Casa Sala, currently in a semi-ruined state and situated on a hill overlooking the surrounding landscape. Additionally, removable lightweight cabins, fixed to the ground at specific points, will be installed across an area of 13,000 square meters.
The main building will house 25 rooms, with a similar number accommodated in the removable cabins. Beyond lodging, the project includes an extensive wellness area, parking facilities, wet and dry salt marshes, a solar power plant, a vineyard, and natural areas.
Solar Power Plant and Vineyard Recovery
The solar power plant, covering more than 13,000 square meters, is designed to combine agriculture with solar energy production, integrating photovoltaic panels into the site's agricultural practices. This initiative is complemented by a vineyard recovery area located between Casa Sala and the lagoon shore, occupying an additional 12,000 square meters.
This vineyard is among the most picturesque in the La Mata lagoon area, situated on the edge of the salt marsh and wetland. In the last two years, it has been affected on the northern side by the expansion of the El Raso urbanisation, where buildings exceeding five stories are being constructed adjacent to the natural park boundary.
Wellness Area, Parking, and Biodiversity Spaces
Another central element of the project is the wellness area. Designed by the Zeroplus studio, it will include a spa, meditation areas, natural pools, and other services related to physical and mental well-being, arranged around a natural pool. According to the documentation, the 6,900-square-meter wellness area will be situated on the site of an old abandoned irrigation reservoir, adapted to the terrain without standing out from the landscape.
The car park is presented as a separate vehicle space covering nearly 700 square meters, created according to accessibility criteria and using nature-based solutions to reduce environmental impact. The project also includes a pollination area to promote biodiversity, covering more than 45,000 square meters, and a garden linked to self-sufficient agricultural systems, spanning another 40,000 square meters.
Environmental and Urban Planning Restrictions
However, the site chosen for the eco-hotel is classified as protected non-developable land and falls within a landscape protection zone. According to the report, this category permits certain authorized uses, but only in compliance with the conditions of the general plan, which generally prohibits the construction of new buildings linked to tourist and recreational activities within the natural park.
The regulation provides exceptions only for unique structures carried out by the park administration in infrastructure zones, as well as for necessary facilities that eliminate existing negative environmental impacts. In areas where permitted by special regulations, existing buildings may be converted for tourist and recreational purposes, provided such conversion complies with the Use and Management Plan, addresses wastewater treatment, and considers the landscape characteristics of the area.
The Plot Lies on the Border Between Torrevieja and Guardamar
Additionally, the plan includes another important limitation: according to data from the Valencian Cartographic Institute, the plot is located on the border between Torrevieja and Guardamar. Consequently, Torrevieja City Council may only make decisions regarding the part of the plot within its administrative territory. The legal opinion warns that carrying out the entire eco-hotel activity will require parallel or coordinated paperwork with the administration of Guardamar municipality.
